Plans to free historic city centers from pre-trial detention centers have been discussed for quite some time. The first sign is the famous “Cross” in St. Petersburg. He will build a prison on the outskirts and hand it over to the state, and as compensation he will receive a historical building in the city center where the pre-trial detention center will be located .

As the employees of the prison department said, after that announcement, the phone in the reception room of the director of the Federal Penitentiary Service was very hot: businessmen called with offers. However, in the end it was impossible to reach an agreement with anyone: all businessmen, after calculating the costs, refused to participate in the case. Therefore, it was decided to do everything at the expense of the treasury. On the outskirts of the northern capital, Kresty-2, the largest pre-trial detention center, has been built. As for the historic building, just recently, just the other day, it was reported that it will soon be put up for auction. According to the plan, an art district will appear there.

It is thought that moving the high-profile prison will launch a large-scale program to move pre-trial detention centers from the historic city center to the suburbs. There are indeed such examples, but they remain isolated.

Now it is proposed to merge these plans in the state program “Justice”. What does it mean: not only was this idea not taken off the agenda, but on the contrary, everything was taken very seriously.

“To achieve compliance with the design rules of facilities for the detention of convicted persons, suspects and accused persons, to exclude the possibility of a negative impact on the urban environment and the spread of cultural criminalization among young people, it is planned to relocate the facilities of the penal system of the Russian Federation outside the cities to areas with easy communication and transport logistics systems. access to newly created organizations of the criminal system of the Russian Federation of the unified type according to the General Scheme on the arrangement of organizations of the criminal system of the Russian Federation of the Russian Federation,” the draft reads.

Let us remind you that it is assumed that a general type organization will include areas with different types of regimes, a pre-trial detention center and a colonial settlement. The statehouse will also include courtrooms, offices for the prosecutor's office, bars and a public review board.

Previously, Russian Justice Minister Konstantin Chuichenko said that the first pilot project to establish a unified institution has begun to be implemented in the Kaluga region.

“The design will be completed this year,” he said. Construction is expected to be completed in 2028.

As the Ministry of Justice said, within the framework of ongoing work, international experience and international standards on the design, construction and operation of multifunctional organizations are being studied, including in Ai Egypt and Singapore.
