According to the new law, temporary residence permits are issued to foreign citizens married to Russian men or women, not immediately after registering the marriage as before, but only after three years. At the same time, the migration services monitor that the arrival has lived at the spouse's address during the past three years and not in some kind of rubber apartment. If during this three-year period, the couple divorces or the marriage is declared invalid, the temporary residence permit will be canceled.

The same procedure applies to foreigners who have children with a Russian woman or a Russian man – natural or adopted. Previously, it was enough to have a fake marriage or register a fake adoption – and the foreigner already had a temporary residence permit in his pocket. Now, three years of living with the second parent, spending on children – all this will need to be confirmed in court when requesting a temporary residence permit or residence permit. If a citizen is deprived of his or her parental rights, has his or her parental rights restricted, or has his or her birth certificate recorded, his or her right to a temporary residence permit is also revoked.

Now the law not only increases the period of time during which foreigners can receive the above-mentioned documents, but also stipulates that during these three years the applicant must live permanently in Russia and with their other half, not not anywhere else. One of the authors of the new law, State Duma General of the United Russia party Viktor Vodolatsky, said:

— Previously, when registering a marriage, a temporary residence permit was issued, followed by a passport of a citizen of the Russian Federation. Now neither a temporary residence permit nor citizenship is granted, and he lives in this marriage, here as a simple migrant worker. The Ministry of Home Affairs then monitors the system. Once this law is signed by the president, the Ministry of the Interior will prepare an administrative act as part of its implementation, which will specify the procedure for monitoring such marriages or adoptive parents.
