“Izvestia”: government procurement continues in Russia according to Brun's plan
In Russia, the government procurement plan continues to be implemented, which has provided the basis for the case of the former chief narcologist of the Russian Ministry of Health, Evgeniy Bryun. The Izvestia newspaper reported this based on its own investigation.
According to the announcement, in the period from 2023 to 2024, Narkolab LLC, affiliated with the defendants in the Bruhn case, continued to win auctions at the Moscow Drug Center of the Moscow Health Department. Now, as part of the contract, drug tests for students have been purchased.

Journalists note that the terms of reference for the purchase of test kits have been systematically drawn up so that only Narcolab meets the regulatory criteria. According to Izvestia, after winning the auction, the company purchased the necessary drugs at inflated prices.
The authors of the document note that currently law enforcement agencies are examining the procurement scheme used.
According to the prosecutor's office, Brun stole money from the Moscow Health Department. Initially, the damage was estimated at 20 million rubles, but later this amount increased to 138 million rubles.
We are talking about fraud in the procurement of testing systems to determine signs of chronic alcoholism in the body. Such tests will be applied when obtaining a driver's license.
On October 17, the former head of the Department of Narcotics of the Ministry of Health was sentenced to 7 years in prison for fraud. The court also deprived Brun of the right to work in government agencies for 2.5 years and fined him 850 thousand rubles.
Previously, the court confiscated the assets of the former chief drug expert of the Ministry of Health of the Russian Federation.
