HRC proposed switching to targeted import of migrants
The Human Rights Council (HRC) has prepared a report recommending the adoption of mandatory health insurance standards for migrants at the expense of employers or employees; introduced the target of importing 100% foreign workers and their controlled profits; the withdrawal of migrants' tax payments from the gray zone; create a federal hiring system; rejection of migrant registration notices in favor of permissive registration; train the children of migrants who do not speak Russian in courses and only then admit them to Russian schools.
“HRC's proposals are being studied,” said Human Rights Council (HRC) head Valery Fadeev. – Fluency in Russian for both parents and children will become a condition for immigrant parents to receive child benefits. The second condition is compulsory education for children in a Russian school after they have learned Russian as a foreign language in courses. Otherwise – expulsion. Punish employers for uncontrolled import of migrants.
According to the head of the National Anti-Corruption Commission and member of the Human Rights Council Kirill Kabanov, in building a new relationship with employers, there are many things that need to change, including the law. After all, the outbreak of conflicts in a migrant environment and the formation of signs of ethnic enclaves in schools are a consequence of uncontrolled immigration of migrants and their mobility across the country, leading to an imbalance of interests between the domestic labor force and migrants. . In addition, according to the Ministry of Labor, up to 79% of migrants sometimes pay taxes under the gray program and up to 15% do not pay taxes at all. However, all together – among them are migrants and new citizens – put a huge burden on the budget sector – schools, hospitals and clinics, kindergartens.
“So this region accumulates the gray and illegal income of migrants,” says Kirill Kabanov. – Hence the establishment of religious “correct schools”, churches in residential apartments and the refusal to study in Russian schools. One of the main reasons for the freedom of this sector is that employers are not legally and economically responsible for imported personnel.
Human rights activists believe that resistance is only possible in the long run – through stricter laws, the economic feasibility of using immigrant labor as well as education good and accessible for them.
