On November 9, the governor reported that in the village of Stary Khutor, a couple's car was blown up by bullets: the man died on the spot, and his wife was hospitalized in critical condition.

“We said, we agreed a long time ago, two years ago: anyone who does not listen to the government's request to ban entry to densely populated areas, dangerous places will not receive government support. government in case of injury or death. It's not about money, it's about your life,” Gladkov said on his Telegram channel, recalling that since August 28, a ban on entering the village of Stary Khutor has been issued.

On November 5, Vyacheslav Gladkov reported a fire in three apartments in Belgorod following a drone strike by the Armed Forces of Ukraine. A man was also injured by a mine explosion and a shrapnel wound in his leg.
